I'm 1200 miles away from my brother, he's up in Michigan.

Truck specs '98 3.0 auto (4R44E) electric t-case. He says that it won't move until you hit about 4000 rpm's will shift to second at about 15 mph will shift into third at about 25 mph and tops about 40. I'm assuming it gets into fourth. Fluid level is good, it is NOT stuck in low range. I'm thinking either the gasket on the valvebody (he's had the delay into reverse for 3 years) or the torque converter is fried.

Thoughts?

Valve body gasket failure is common and would be one of the first things I'd look at. Other possibilities would be filter O-rings, low fluid, EPC solenoid.

Does the vehicle move better in manual 1st ?? 2nd ?? How is reverse ??

This one was an odd problem. The shift motor on the transfercase failed causing the problem. Odd.
