starter was rebuilt 2 days ago new battery about a week ago and alternator is good reading 13.9 volts thinking silanoid or power wire to start went bad?

92 ford ranger 4.0 manual will start if i bump start it

I would say start with the solenoid do to the fact that if the power wire went bad it would cause more than just the starter not to turn over. But would replace both just in case the power wire did go bad and caused the solenoid to go as well. would not want to spend more money on two solenoids than doing it once have it up and going on its own with out push starting it.
And yes you should be able to push start it, But do it were you have room just in case it does not start. My last B2 that i had ate starters like they were only meant to be used once. And i would have to push start it,to get it to start. I was to lazy to replace the fly wheel to solve the problem.

plus you need to have more information about what happen to cause it not start. Did you hit some thing or where you going down the road and it died for some odd reason and know it wont start. Some thing like that would help out more for an answer that might help you out.

does it start when you jump across the solenoid terminals

Key on, check for power to the starter's big terminal.
IF less than battery voltage: you need a new starter cable.

Key in start, check for power to the starter's little terminal.
If less than battery voltage: you need a new trigger wire.

If both of those are ok, run a jumper cable between the battery negative post and the engine block and try to start it.

Test the starter solenoid relay on the fender well.
