Trans Question

My brother is wanting a BII cause he's seen how awesome mine is and the awesome fuel economy it gets. We've found one that doesn't go into 4th gear. Common fix for something like that or are we looking at just swapping out the trans? I still need to find out what gearing it has before we think about buying it too.
 
What year, ect. manual or auto? Personally, if the engine is 2.9 and runs good, and you can get it cheap, I'd swap in an M5od from a 4x4 Explorer. Then an 8.8 rearend from same Explorer, and maybe the transfer case, too. Oh, don't forget the D35 front end.
 
It's an 89 manual trans.... we're looking cheap... I got mine last year for $350.. I've put a clutch kit, slave, flywheel, starter solenoid and water pump in it and including tax and license I'm in it $800 ish.... I have the 3.45 gears and I can get 21-24 mpg on the hwy and 15-18 in the mountains... I even got 15.5 pulling a snowmobile on an elk hunt this January... so he wants something pretty similar to mine.
 
No 4th gear is probably a bad shift collar or fork. 4th is pretty simple setup on that trans. Input shaft gets locked to the output shaft by a collar.
 
So is this an in the vehicle repair or do I have to drop the trans to do a shift collar or fork?
