When I first crank my 99 ranger it ticks and puffs out the exhaust at same beat have new oil change but it goes away after a few minutes then returns ever so often anyone ever have this issue

Thank uMay be a sticky lifter or valve. Put some rislone in the engine oil and run it for a couple of weeks. That may loosen it up.

I would agree sticky lifter, oil treatment may help, but its not an "engine failure" mode, its not damaging anything just annoying
You can pump oil thru the engine FIRST and then let it start, I do this every morning with my high mile 4.0l
Turn on key
Press gas pedal down to the floor all the way(this turns OFF fuel injectors), hold it down
Crank over engine, it should NOT start, and count to 3
Then Release gas pedal and injectors will start up and engine will start
That should reduce the cold startup "ticking"
This is called "Clear Flooded Engine" mode, all fuel injection computers have this
You shouldn't need to do this for warm restarts, but you can if you want
When engine sits the oil in the engine oil passages can drain out after 6 to 8 hours, so on startup it takes a few seconds for oil to refill the passages
Cranking the engine over for a few seconds without startup refills the passages, so no DRY starts
