throttle position vs Forscan readings

was toying around with Forscan today, trying to figure it out.
while monitoring TPS percentage the closed reading was 20.00 %
it always went back to exactly 20.00, not even .01 above or below.
pressing the gas pedal it smoothly went up to a max of 91.37%, holding the pedal steady anywhere yielded steady readings.

is it any big deal if the readings don't go lower or higher? anything to gain if I can adjust it? is the closed percentage defined in the PCMs firmware?

its my 2005 with a 2.3 motor.
