I can understand how gutting a cat. convertor for ON HIGHWAY use is illegal, but how do you know he was not asking about a strictly 4x4 offroad vehicle where emissions do not apply? I don't understand why it would immediately be banned.

Well, there is no gain, unless said cat is malfunctioning. And it's a federal crime to tamper with with said cat, if your not licensed or are not going to simply replace it.

If the vehicle is not registered for on-highway use, and is strictly off road there is no crime. So i don't see what the problem is? I'm pretty sure 95% of mustangs who people modify will have some sort of "off road pipe" X or H, and i would bet that 95% of people on this board would say "wow that sounds nice!" instead of "ohh that owner is a federal criminal!"

just slap a larger diameter one on there and it will not restrict your flow at all
