Tailgate Cables

I have a 94 Ranger. I broke the tailgate cable and have bought replacements. The problem is that I can't get the torx screws out to change the cables. Am I missing something obvious? I have tried everything and those suckers won't budge.

Open up the access panel in the tailgate and spray them with loads of PB Blaster. it may take some time and soaking. You could also try some heat on the nuts behind that panel if you can get at them with a torch.
