I have a left tag light on a '93 Ranger out. It needs to be fixed to pass inspection. Is there a common place that I should look for a short? I used a voltmeter to test the voltage in the socket and was only getting 1.5 volts. The right side has 12 volts.

Trace the wired from both light to the y where the wiring splits, the issue will be between the y and the socket of the non working light. Also, did you make sure the socket was free of the green death?
 
Did you swap out the bulb to see if that was the issue?

Yes to checking green dearh = ground issues. 90% of lighting problems I've had are grounds.
 
Had the same issue a while back. Pull the good side out and make sure the 'good' one is giving you the same reading on the bad side. Mine had a break in the socket I guess from kicking it or stepping on it. They are really cheap at Rockauto. Got two new just for the fun of it.
