Suspect bad GEM, how to verify before buying replacement?

Hi. I have a 1996 XLT 3.0L, automatic, 2WD. Recently my speedometer, odometer, wipers, and dome light stopped working. Wipers work when I jump across the module in the fuse panel. So I suspect a bad GEM. But before purchasing a replacement I'd like to verify that it's the GEM and not something else. Can someone outline a debug sequence or point me to a thread with one? Power windows, door locks, AC, etc. all work fine. Thanks in advance.
 
Update. I found fuse 25 blown, and it popped immediately when I installed a new fuse. I disconnected the connectors to the GEM and now a new fuse does not pop. so I ordered a replacement (used) GEM with the same part number. Nothing obvious on the GEM board when I opened it, so fingers crossed. While I was into the dash console I noticed a few extra wires just hanging out. One is a black connector with lots of wires. Anyone know what that is for? 4WD? (Mine is a 2WD truck). My cigar lighter connector is also missing off the blue/white wire. Anyone know where to find one of those?

maybe the local auto parts place has the cigarette stuff though?
