strange blower problem

Air will only blow out the defrost vents. the heat works and the A/C both work. however I cannot get air to blow out the dash and floor vents. Is there some kind of valve that redirects the air from the dash/floor to defrost?

On my 97 I had a bad vacuum line...it was broken at both ends and the PO put a large rubber hose over each end to "hide" the problem. The vacuum loss also made the truck stumble and hesitate upon cold startups too. It was the line that branched off from the fuel pressure regulator that runs over to the fire wall where there is a black ball which is the A/C vacuum reservoir. I replaced the line and turned out they had them on backwards, so I switched them out and bingo, now mine switches like it's supposed to. Mine is all vaccuum controled...not sure about your 03?
