I could see a balaclava (sp) being frowned upon but not toques.... Even just a ball cap will keep the chill off. I get funny looks when I go on parts runs at work in winter and leave my hard hat on....even sitting 2/3" off my head, it still keeps it warm.
That being said, I can do -40* in still air all day long. -20*C (-4*F) and a decent breeze can make working outdoors downright miserable.
I think he was referring to them as illegal in Ohio because he could not find one anywhere down there...
I 100% agree with this, you can stay super warm all day long in -40 or -60 degree weather all day long as long as there is no wind, but as soon as even the slightest breezes hits... bam! Your Frozen popsicles!

I got to agree with the wind being a factor. Was building a shed at -40*C. Sucked something fierce putting up the siding but doing the work on the inside was actually quite pleasant.
