Stock Chrome Wheel Covers

I have these on my 2001. I have been thinking about having the chrome cover powder coated in something like black chrome ( not the center cap). Are these installed like regular hub caps? It kind of looks like you would have to remove the tire; they appear to be rolled over the rim edge. Has anyone taken these off?

If those are anything like these:

then the chrome part is thin layer glued to a regular steel wheel. In my case it was a $%^&#%$ to remove and was seriously rusty underneath.
