Startup idle too fast

2000 Ranger, 3.0 starts off at 1400 rpm for about a minute, backs off to 1100 for at least 5 minutes more and then may drop to 900 and that’s on a warm summer’s day. In winter maintains the ~1100 speed for 15-20 minutes until the heat gauge shows the engine is warm. My property is on a 20% slope and this presents a problem driving down hill. So either I can let it idle a long time or I just have to put it in neutral and ride the brakes downhill. On the flat it will pull about 10 miles an hour at these idle speed‘s.

Is there anyway I can adjust that idol? Mechanics tell me it’s all programmed in through the computers.computer
 
That's normal idle speed and behavior and no it's not adjustable.
