Starting problems

Ok so i have a 96 ranger 4.0 and when i get in it i turn the key and it turns but wont start right away i turn the key off and try again some times it takes up to three or four times for it to kick over. I tried the ICV and thas not the problem. when its running it runs fine no spitting or sputtering when i hit the gas it goes. Could it be the fuel pump, fuel filter?? plugs and wires are faily new.
 
So the starter won't engage some of the time or the engine just won't fire?

If the starter isn't engaging all of the time I would look towards a bad solenoid.
 
The starter is engaging, its just doesn't fire. When i turn the key the start turns the motor but doesn't fire right away like it should.
