93 3.0 ranger has two flat circles on passenger side of block plugged with metal cap. One is f'd squirting water what are these plugs and how do you remove them?

These holes? They are freeze plugs. Drain the coolant system. Tap one side of the plug with hammer and punch until it pivots in the hole. Then grab with pliers and work it out. Not easy to do in the truck. But passenger side is much easier than driver side.

The holes measure 1.49". So I guess that is the 1 5" size. Tap new ones in with hammer, carefully.

If you can find them, get the brass plugs and put some indian head shellac on them before tapping them in. Also flush the coolant system, if the plugs rotted theres bound to be tons of rust in the system.

This. I had the (mis)fortune of doing both of the plugs. 1.5 is your man but make sure you use metal and not the rubber expanders. The expanders will work but they also don't hold together. If you have to use one then make sure get some threadlocker so the nut doesn't start trying to back off and loosen the plug.
