The wikipedia article on the Splash says it has "what looks like a lowered suspension".

Compared to other 2wd '94 Rangers, my truck does look lower, but I've never had them side by side to compare. It does seem to handle well for a stock Ranger.

So are they actually any lower? I tried searching, but couldn't find anything.

Its 1 inch lower than a stock 2wd. Other than that, everything else in the same.

Alright, I knew it had to be lower other two wheel drives.

Is it lower by drop splindles, shorter coils, different spring rate, or a pulled leaf in the back?
