Speedometer does not return to zero

The speedometer in my 95 manual 3.0 is 15 mph off. When is is stopped or off it reads 15 mph. At 30 mph it reads 45. At 45 it reads 60. I have tested it with my GPS. Is there a way to correct it? Please help.
 
Take it apart and move the needle to 0. Problem solved.
 
Punch dash until needle returns to zero.

If that doesn't work, the plastic will eventually break allowing you to use the first method by just putting the needle at 0.

honestly though, this has to be an issue with the actual speedometer in the dash. I don't think the drive cable would do this.
