I worked at a dealer from 1975 until retiring in 17. Ford doesn't give the dealers the ability to tweak calibrations, all we could do was load the update. Modifying it in any way that hadn't been certified by the EPA, regardless what the effect was on emissions, is illegal and can result in a big fine for the dealer.
