Smog Pump question

As I understand, the emissions laws in AZ say that I have to use the same year or newer motor on a motor swap. Also I have to retain the emission eqipment. The questions are... 1. Do I retain the emissions from the 1986 Ranger?, Or 2. Do I retain the emissions equipment from the 1993 mustang that the motor came out of?
The real question is do I need to keep the smog pump on the mustang motor?
Did the 1986 ranger come with a smog pump? I want to ditch the smog pump because I need to move the motor over about 2 inches toward the passenger side.
 
The emissions rules are you need to keep the emissions of the vehicle you are running; the Ranger. As long as the type of engine was in a production vehicle for your model year you are ok, which the 302 is fine. I wrote to my state department about this and they checked into it with the federal department; that is the basis for my information. As far as the Ranger having a pump you are best to check with an inspection station. If you retain all of the mustang stuff you should be in the clear with no problems due to it being a newer system. If you aren't using the truck as a daily driver then you may want to check to see if AZ has exemptions. Here in PA if you stay under 5000 miles you are emissions exempt; no emission parts necessary, even converters. Your best bet is to contact an emissions station or the state DMV.

You have to pass the emissions of the year of the truck not the motor. How ever you achieve this is good enough for them. A couple of bottles of Iso. alcohol always worked for me. No pump, no cat. Now, no problem. They got rid of the testing here.
 
Well I live in mesa and what my plans are to make my truck exempt by running full time 4wd by doing this it is unable to run on the dyno also if you have 37inch tire or bigger it is also unable to run on the dyno, all the truck will need to do pass the idle test. Also emmisons depend on where you live if you live north and south of phx metro like payson and florence you do not need emissions.
Note this truck will not be my daily driver this truck will only be used to play, only other thing this truck will be used for is ski trips into the snow or camping trips when pulling the quads up to the rim. it will have hiflow cats so please don't tell me how I'm killing the everiment.
 
I talked with AEQ (arizona emissions quality). They said that if I am updating to a newer motor, I have to retain the emissions equipment from the newer motor. That means I have to retain the smog pump from the newer motor as well. The only way to get emissions exempt is to register it as a collectable vehicle (which '86 model year is not old enough) or a special construction vehicle (which they won't do since I am keeping the stock frame and cab). So the only other option is to register it out of the counties in AZ that require emissions. I have a buddy in Havasu, so I guess thats the way it will go.
