Is the little bracket that is the difference between these two kits a radius arm drop bracket?
 
no, no radius arm brackets included in that kit, it's just for the beams
 
What is the little bracket that is included with the class 2 kit?
 
it goes on the crossmember for the passenger side drop bracket

like this one

It's supposed to reinforce that bracket with the crossmember better.

IMO, that big drop bracket is already so massive, that little piece isn't really offering much for it (infact, I removed it on mine so I could mount the idler bracket for my steering linkage, no problems whatsoever, and I've wheeled it long & hard too).

I did the same thing. Useless bracket, just gets in the way.
