Signal Indicators and 4-wasys do not work

I have a 2004 ranger edge, a few weeks ago I let some kids clean it, and they did, inside and out. Since then my turn signal and 4-ways have not worked. I checked the fiuses and they are good, I even switched them out to make sure.
I suspect it maybe the flasher but I can't find anything that looks like what I know as a flasher. So I need advise on trouble shooting and what does the flasher look like and where did the hide it in this truck?

It is in a harness directly behind the OBD-II connector under the dash (below the steering wheel). My relay is actually blue in color if I remember correctly.
