I have not replaced the junk shocks (Rancho) on my truck because I'm not sure if it's going to be lifted 2" or 3"
Do suppliers know how long or short to make these things or do I need to measure and know how long or how short they need to be?

You can buy lift or lowered shocks most anywhere

I guess I'm asking questions that don't need asking.
 
I would say it's always better to know for yourself what the measurements are. It's not too difficult to look at your suspension with a tape measure and find your collapsed height [closed shock] and extrapolate from there, especially with a stock suspension. Having a lift kit will generally not change the RANGE of the shock motion, just the open and closed measurements.
