shifting problem

im auto trans down sifts hard from overdrive down into 3rd but no other gear. when i just put it in 3rd it down shifts had into 2nd. any idea what it might be? im stumped because it upshifts smooth and ive adjusted the kick down.

could it be the vacume modual?
