Shifting Problem

My buddy just bought a 2001 Ranger, and it doesn't shift from 2-3 until about 2700 RPM or unless your giving it quite a bit of throttle.

Anyone know what could be a possible fix?

Sorry for the lack of information, but I haven't personally seen or ridden in the truck I'm just going by what my buddy is telling me, and he's not exactly a gearhead.

It is a 6 Cylinder, but I don't know what c.i. (if there were multiple 6 cyl. engine sizes?) and it is a 4x4, but unaware of the transfer case type.

Again I apologize for the lack of information, if I were able to see it I'd be able to tell more but were at college and he just bought the truck a couple weeks ago and hasn't brought it up to school yet.
