what vaccum line do i pore the seafoam in on the v6 4.0 1997 ranger

you want to do a slow "drip" into the line running from the brake booster to the intake with the vehicle running. If you pour it to fast you will bog the motor and possibly damage a sensor or two. Be easy and be patient.

what line is the one from the break booster to the intake i really am clueless when it comes to what vaccum line is what

standing in front of the truck looking towards the cab, on the right hand side of the engine compartment where your brake fluid reservoir is there is a hose bout 3/8" in diameter that connects to the brake booster via pushing in through a grommet. Ease that out and trace it back to the intake, that is the easiest and best way I have found to do it.

It's the ONLY vacuum line (rubber tube) going to the brake booster.
