Rocker Arm Shaft Pedistal Torque?? Bolts Reuseable??

Can someone tell me what the correct torque is for the rocker arm shaft pedestals? There are three of them on my OHV 4.0 engine and the service manual says to torque to 24 ft pounds and then turn 90 degrees. This sounds like a torque to yield bolt. Can these bolts be reused?

Also, if you look at the illustration that shows the rocker arm shafts and bolts it shows a torque value of 43-47 ft pounds with no mention of a 90 degree turn so which is correct?
 
Per Mitchell on demand tighten to 47 to 52 ft-lb two turns at a time, alternating between fasteners, no additional angle is required.
 
I went ahead and tightened them to 24 ft pounds and then turned them 90 degrees. It does seem odd that the 49 ft pound value is there as well. I contacted Delta Cams and the guy there said to use the 90 degree angle spec and that the bolts are reusable. So far everything seems to work fine.
 
Every so often you do end up with a torque sequence with that degree value that isn't a TTY bolt and can be reused.

The 3.5 EB has a few.
 
I haven't tried it. But I wouldn't be surprised if the difference between the two torque specs you listed would turn out to require about 90 degrees of rotation. It could be that both methods put the same torque on the fasteners.

It did seem really tight when I turned them 90 degrees. My main fear was snapping off a bolt in the heads. I had to use a breaker bar on them originally to remove them but they have been in there since the engine was new and it has 215k on it now. I can't believe how much quieter my 4.0 is now with new push rods and rebuilt rocker arms. I have been so used to the constant ticking under the hood for so many years. The engine also seems to have more horsepower. Don't know if that is really the case or not but it seems much more peppier. I guess the valves are opening up a little bit more now so that is helping even if it is only a few thousands of an inch difference.
