Rocker arm and push rod installation 3.0v6

So I'm a little confused about the proper procedure for tightening the rocker arm fulcrum bolts after I replaced my head gaskets. The Chilton manual says to just lube the push rod and rocker arm assemblies then tighten the fulcrum bolts to the proper torque specs but the Haynes manual says to rotate the crankshaft so the lifter is all the way down then torque to spec. (A whole lot more work) I also thought I read somewhere that it wasn't necessary to do that unless the valves were removed. Any info on this matter would be much appreciated.
 
Torque ft/lb is based on resistance in tightening threads
If you have valve spring pressure pushing rocker up then resistance will be more than without the spring pressure, so your ft/lb setting would 'click' earlier, ft/lb would be correct without spring pressure but incorrect with it

You only need to rotate crank twice, once to line it up for one set of rockers and then rotate it once more for the other set
Thats the first torque, I think 12ft/lb

Then final torque to 24ft/lb with cam in any position, since first torque has overcome the spring pressure

You could just torque them down to spec as is, should be fine, but should is the key word, rocker may not be seated correctly

Rotating the crank will change that to WILL BE FINE :)
