If you are going to rattle paint them I would bead blast them first and that way you get a great looking finish that will last. I have bead blasted several sets of steel rims and they came out great and lasted for a very long time. When I had my old Craftsman giant air compressor and sprayer I did sets for friends when they wanted a set of steel wheels to look good and last.
Had my aluminum rims sand blasted and prime painted...five years ago...they are still holding the paint and looks as good as they did the day I rattle can painted them...mud washes right off...most of the time...except that glop they have in the scrap yards...
