revving problems

i got a 1994 ford ranger, 5 speed, 2.3 liter 4 cylinder. the current issue is that it will not rev past 3000k rpm in nuetral, or when driving down the road. we currently replaced, brakes, shocks, and gas tank straps, and also dropped the driveshaft. we did nothign to the motor, but it will not rev up beyond 3000rpm and has a max speed of about 30mph on the road. also pops once in a while when revved. any ideas on what this problem could be?
 
any check engine lights? Have you checked fuel pressure?

+1 change the fuel filter and do fuel pressure TESTS. also pull the vacuum line of the fuel pressure regulator and make sure there is no fuel in it( I don't think this is your issue but you want to check for sure)
 
thanks man, no no engine lights are on, and the vacumn lines are a little cracked, and my fuel gage is still not reading the amount of fuel that is in my tank. and no i have not check fuel pressure
 
clogged cat. after driving it for a few miles stop and get out and see if the the cat is glowing red. or atleast super hot.
