Revving in neutral. (1993 Ford Ranger XLT 3.0L 6cyl, Manual)

My engine is revving in neutral and only when it is put back into gear does it correct itself.

For example, today I traveling at 45mph in 4th gear, as I went to down shift (in neutral) the engine began to rev to high rpm's and would have continued to rev but I put into 3rd gear and it recovered.

Help please.

My 94' did the same thing. Try disconnecting the VSS on the back of the trans. I replaced the IAC and the TPS and still did it. Strangly disconnecting the VSS stopped it.
