rev limiter?

my brain shut down,had motor out twice(2001 4.0 sohc),replaced tensioners,motor on top dead center,cams off 1-2 thousanths at most,almost perfect,idles good(on sencond try)but free reving 3500-4000 acts like it has a rev limiter,but goes fine on road,other than feels like kickdown is missing,timing or fuel problem? any ideas
 
My 4.0 also has a rev limiter at about 3,000 RPM in neutral.
 
autos will have one limter in park and possibly neutral and anothe one in drive such as a 5200-5500 one. it is normal
