replaced wiper motor w/no results

as some may recall, my wipers havent worked for about 2 months. i finally got around to replacing the motor. i've tried one from autozone and one from advance with no results. both times i've hooked up an electrical tester to the connector going into the motor and 2 leads were hot when i would turn the wiper switch on and plug it in and the motor does not work. i have no idea what else it could be? any ideas?
 
Red wire should be hot when the key is on. from fuse #16 30A

dk blue/org = high speed

white = low speed

Black is ground ------> make sure it is well connected to ground ---> Test it for continuity.
