removing fenders

do i have to remove the front bumper to replace the fender ? I cant get to the front screw behind the side of the bumper by any means that i have tried .

There are 4 along the top of the fender, 1 in the inner door jamb, 1 at the bottom of the fender near the door/rocker panel, a couple behind the headlight and 1 from the inside of the fender behind the headlight IIRC.

there only appears to be the one screw remaining on the front right behind the side of the bumper just in front of the wheel well and the head of the bolt is on the outside of the fender this is what seems to be stopping me from taking off the bumper , it just seems a bit crazy to have to remove the whole bumper to get to 1 bolt to eremove the fender but if that be the case how do i get the bumper off all i have is hand tools a pretty stout breaker bar any suggestions would be appreciated .
