Removing cowl/Broken Wiper

94 ranger,How does the cowl come off? I didn't see any screws , are they under the rubber pieces that are glued on? Also, the drivers side works but passenger side doesn't. Is there like a plastic clip or something that commonly breaks? Thanks for your help.!!

The cowl itself doesn't come off. There are 2 covers on the firewall below each of the wiper pivot shafts that come off to access the linkage.
