Removing bed tiedowns

How do you remove the bed tiedown loops? Mine are chrome and starting to peel, thinking about sanding them down and painting em. Not sure if they twist off but i dont feel like breaking them since i use them once in a while.
 
Being that your truck is a 93 you must be referring to the type that sits in the stack pockets on top of the bed rails? Most of those type use a toggle anchor system ,like wall mount toggle anchors for homes. You turn it counter clockwise to loosen it up & if theres enough movement you can raise the loop to reach in stack pocket with finger & thumb to squeeze toggle together to lift out or just keeping turn counter clockwise & toggle will stay in bottom of pocket when you lift tiedown off of bed.

Newer Rangers 98+? have factory tie down bolted to the inside of the beds
