Is there a trick to these little steel rings, or an I just failing at getting them off

They are called "hog rings". There is a tool for removing them. It's called dykes.
You cut them and put new ones in. I think a box of 100 runs about 5 bucks. The pliers aren't expensive either, just hard to find in a store. Try Amazon.com.
