would a rear end out of a 99' ford ranger 4.0 4x4 fit a 95' ford ranger 2.3 2x4
 
Yes. But the axle tube will be a different size and gear ratio. So make sure you grab the leaf spring hardware to the axle also.

You are probably swapping out a 7.5" 3.73 for a 8.8" 4.10 axle.
 
if it's a ranger 8.8, they have the same tube size as a 7.5 so it would be a null issue... now if it was an explorer 8.8 that's a whole other ballgame...
