rear axle shaft damper

I just picked up a 1999 Mercury mountaineer for my wife, I am fixing it up and noticed the rear differential has a shock on it. I was wondering how important it is/what exactly does it do.
 
It's an axle damper. Essentially just another shock. Ford started putting them on the second gen explorers, along with those locator bars if you got the V8 merc. The engineers must not have been comfortable with the axle movement.
