reading codes pcm

I have a 2001 Ranger. 4cyl, 5 speed, Check Engine light on , when I plug my code reader in it says it can not make contact with thtruck. Reader works fine on all others so it is ok. What can cause this problem ? Thanks
 
I've seen this before on an explorer we were going to buy used- and didn't buy it because of this problem. The only other one that did it was a mazda that didn't run- it turned out to be a blown PCM fuse. Yours is running so I wouldn't think this would be the case.

I would be checking the pins on the OBDII connector and make sure there isn't a bent pin or something. Do the same on the PCM connector.
 
Cigarette lighter fuse blown?

My son said the fuse always blows when you press the lighter. He is going to put in a new one today and see what happens. What does this have to do with the pcm plug?
 
All the pin appear to be fine, I check this first because I had ran into it before
