Ranger will not start

I have a 1989 Ranger 4x4 STX Supercab with a 2.9 V6.
I have 12.23 V at the battery terminals by testing with multimeter.
From the positive terminal to the engine block I have the same 12.23V.
The sarter will not turnover the engine unless I use jumper cables.
I have replaced the battery cables and the starter relay and it still will not turn over.
I have not replaced the cable from the terminal on the fender behind the battery as of yet.
Does anyone have any Ideas on what may cause the starter to not turnover?

It sounds like the starter. If it only wants to start with jumper cables on it to give it a boost then the starter is either very worn out or drawing too much juice from the battery.

If the starter relay on the fender is bad, would this cause the starter not to engage?
And does the power to the fuse box / relays flow from the relay on the fender?

Question one.. when you refer to starter relay.. are you refering to the solenoid?

In question one I am refering to the relay under the fuses by the right fender.
I thought the unit behind the battery on the fender was call the starter relay as well or is that the starter solenoid?

Your relay sits on the right fender well, and your positive battery cable will lead straight to it. If you turn the key and you can hear it click then it should be working fine. If not, then it could be your relay, but I would use a multimeter to see if it's even getting any voltage. Does your starter engage at all but not turn the motor or does it do absolutely nothing?

Oh, and if your relay is not working then yes, it won't allow power to your starter. On your '89 the black cable goes down to the starter and there should be a cable going from the positive terminal of the starter relay to your fuse/relay box. So actually if your starter relay is bad, your fuse/relay box won't be affected. Make sure all terminals are nice and clean just to make sure.

trouble

i am having trouble of this sort also.1 does it matter what side of the relay from the bat the startor and the bat/fusees go?2 i know i started this truck a while back be for i did a trans swap to a standrd. wont start at switch now what to test there? i have been trying to jump it with my colden screw driver and am noticing the watter from my batery oozing ou the top from the starter not starting or turning? i can cold jump the startere and it spins fine no hanging up
