You can observe this behavior with a DVM too.
We know that the corrected VSS is present on the GY/BK at the speedometer because it works.
We don't know for sure if the VSS is getting to the cruise servo. My guess is that it is because the servo wiring was there from the factory but it wouldn't hurt to check it and cross that off the list of possibilities.
Today I tried to run the speed control diags on the 99 Ranger V8 (with working cruise) and had to do it a few times before I realized how fast it really has to be done. I then tried it on the 2000 Ranger and all switches worked as well as no error codes at the end, so I took the truck out for a drive and viola, the cruise worked. Don't know what may be intermittent at this point, but it definitely rules out the VSS.
Thanks for all of your help everyone. If I have problems in the future with it, I'll use the diagnostic sequence and post if need be.
