random clipped harness

so i recently purchased a 99 4x4 3.0 5 speed ranger with 4wabs and when i bought it the fuse was pulled for the abs. well i quickly figured out why it was pulled after the abs pump kicked on as i was pulling into a parking spot. that resulted in a massive dent in the bumper. anyway i’m investigating the issue and found it to be a bad abs sensor. upon my investigation i found a random clipped harness. anybody know what this is for?

I googled the part number on the blue/red tag and it appears to be a cruise control harness.
 
Ain't it grand! I have a clipped harness in my 2002 Ranger with no idea as to the reasoning. So much for pre-owned Rangers.
 
Isnt that what they did to remedy the cruise control fire issue? It was a recall. I know my 97 F250 has some funky shit goin on there.

A bad ABS sensor will absolutly cause what you describe. Had an expedition do that. I just unplugged the bad one and ran without ABS
