Quick EGR question

I'm trying to trouble shoot a lean bank 1 and 2 issue and am looking at the EGR valve. My question is this when you apply vacuum to the valve, is it soupost to maintain that vacuum, or is it soupost to bleed off right away?

It should maintain it indefinitely (within reason). If it bleeds off within a minute or less, you have a leaking EGR diaphragm.
