Question on transmission band tighting

I have a 99 ranger xlt 3.0, I have read the post on tighting the bands but have some questions. I understand the tighting process tighten to 120 inch pounds but why do you back the adjustment screw out two turns does that not defeat the purpose of tighting the band? Again just a question I have worked on tons of engins but never a transmission
 
If you leave it tight it will hold onto the drum all the time, it needs clearance to allow the drum to turn when the servo is not applying it.
