so i know i busted at least my passenger side pulse vacuum hub and more than likely my driver side too. my question is can i still permanently lock them like shown in the tech library even though they dont work

i dont know i just jacked it up switched it through 4x4 high and low and i could see the front drive shaft and passenger side axle spinning but the tire wasnt

So what are the positives and negatives of fixing my hubs rather than permanently locking them?

You get to maintain your current fuel economy. With hubs locked you can expect to lose about 2-3mpg (atleast thats what I lose with the hubs locked).

Thanks, I'm gonna lock them for now untill I can get some avm ones

Save the money, just do the mod in the second link I listed. I've had mine like that now for almost 2 years, with no problems yet.

You won't lose 3 mpg... I only lose about 1.5 mpg with my hubs locked in and they have full ujointed shafts, not CV's... I say you lose less than 1 mpg... Just permalock them...
