PV hubs are stuck locked on my 2000 Help

Hi guys, does anyone got ideas on how I can get my hubs unlocked ? when I bought this truck the hubs are locked up tight like a live axle. Is there some way to get them unlocked so I get better mileage and dont tear up my front end ?

Click this...http://www.ford-trucks.com/article/..._19982000_Ford_Ranger _Pulse_Vacuum_Hubs.html Follow it up to where he unlocks the hub, and instead of doing the conversion he did, just unlock it and slap it back together. It's very easy and doesn't even take 5 minutes.
