Powerless Bronco

My son was given a 1990 Bronco II, it has been sitting for 4 or 5 years. We got it running but it has no power (barley got it up onto a set of ramps). I have replaced the plugs and air filter ,replaced the fuel filter and changed the oil. I checked the fuel pressure and it runs about 30psi at an idle and increases to 40psi when you punch the gas. If you step hard on the gas it sounds like its starving for fuel and wont go more than 20mph back fires occasionally thru the intake. I ran the trouble codes and got a 12 and 21. Any ideas where I should look next.
