Power Steering whine

Any suggestions on what to get to rid myself of this horrible whine? I've gone through 3 power steering pumps this year alone. I've heard of the saginaw swap but what all do I need and from what year vehicles?
 
I've had really good success simply sucking out the old fluid (ATF) and putting in synthetic ATF. I kept sucking out the fluid every few days and replacing it with the synthetic until I used an entire quart. No more noise.

are the pumps new or reman?
is there any other problems? is the gear box good? something is causing your pumps to go out. fix the problem, don't bandaid it... fix it.
 
Pumps were out of the junkyard but Im running 33" TSLs...I just saw the saginaw upgrade in the tech section so I think Im going to go ahead and do that.

At the same time, im replacing my steering box....It has a seal bad in it. I have an extra one off my old BII that Ima stick on there
 
The whine is from air in the PS oil. You have a bad seal (according to your statement), which lets air into the system. The saginaw pump will not fix anything unless you fix the air inlet. If anything, you will pump oil out with a saginaw. I know you said you will fix it, but if you don't the problem wont go away.
 
Ford pumps whine a lot, you need to put in a brand new unit, not reman. I've even had some new units whine. If it won't bleed you can try to leave off for 2 min. then run engine and restart bleeding. Repeat process until air is completely out of reservoir. If that doesn't work, take a really big hammer and give it a good whack and tell it to stop its whining.
