Hi, I have a 1990 Ranger stx 4x4 auto. Truck has had a new transmission, runs like a top, just when climbing hills with wont shift down till i drop below 55. Towing/hauling is even worst. 31 inch tires, unknow mileage on engine. Sense we have owned it has stayed stock for the last 10 years.
 
Sounds like maybe your kickdown cable needs adjustment. It should be a second cable from your gas pedal to the transmission near where the column shifter attaches.
 
Depending on the gearing in your axles, the 31" tires may be part of your problem.

With the hills around here, the 3.73 gears and 31" tires can cause my 2011 to really struggle at times. 4.10:1 is a better match for that tire size and since you mentioned towing, if you do it a lot 4.56 would be even better.
