pops, spits and sputter

my 93 ranger 4 cyl is running like crap.. slow about taking off.. when giving gas it spits, sputters and pop out the tail pips but if i push on peddel 1/8 amount it runs good and idles good. it slow about picking up speed and slows down going up a hill. HELP WHAT DO I NEED TO DO.... took fuil filter off and clean gas comes out so i put the same one back on .... HELP

I would start by checking the fuel pressure. You should be around 37-40psi at idle with the vacuum line disconnected (and plugged off).

Also, do you know where the schrader valve is located on the fuel line? I would pressurize the system and then push the schrader valve to see if you have straight fuel, or if there's a bunch of air in there.
